FCC Chairman Brendan Carr’s suggested reforms to the Lifeline program are driven by his un-ebbing desire to please President Trump, even though they would not result in any Lifeline program savings. The real aim of the chairman is to cast a chill over the application process and reduce program participation among those who are eligible for the benefit but understandably afraid that the simple act of applying the Lifeline program could result in their unlawful arrest and deportation.
