The original deadline in the Third Further Notice of Proposed Rulemaking was Aug. 29, but the Commission, shaking off its own experiences with Hurricane Irene, granted a request to extend that by a week. Comments in Docket 07-172 are now due on Sept. 6, with reply comments due Sept. 20. The FCC will be setting down rules for granting new FM licenses in some of the largest markets, pursuant to the 2010 Local Community Radio Act.

As reported back in December, Congress has passed the Local Community Radio Act The act's passage is a major victory for community radio, permitting hundreds or thousands of groups to launch low-power FM radio stations that will aid their own specific community needs. Of course, most of us are still a little hazy on how, exactly, we can launch our own local radio stations. At the National Conference for Media Reform, Rep. Mike Doyle (D-Penn.) thanked the many people who helped pass the new Low Power FM act that will create thousands of new community FM radio stations across the country. The law was passed after about a decade of opposition and lobbying from the National Association of Broadcasters.

A new law, the Local Community Radio Act, reduces the amount of bandwidth allowed between existing FM stations. The newly available bandwidth would be used to create noncommercial radio stations operating at a low power and have a transmission range of 10 to 15 miles. As many as 2,000 new noncommercial stations are expected nationally beginning about 2013. Under the law, as many as five low-power stations could operate in Pittsburgh, which has none.
