In the vast majority of cases, I do not believe that newspaper-broadcast cross-ownership advances the public interest.  It means fewer voices in the community, less localism in the industry, and steep transactional costs that all too often lead to down-sized or shuttered newsrooms and fired journalists.  Our media, and our public policy, need to head in a different direction.

Outgoing Democratic FCC commissioner Michael Copps said that he was &amp;quot;deeply distressed&amp;quot; to discover that the measure was being considered again.

The FCC has released a proposal for changes to the media cross-ownership rules, relaxing the rules for owning a TV station and newspaper in the top 20 markets. The FCC will accept comments on the proposal but no date has been announced yet on a vote to officially change the rules. Exiting Commssioner Michael Copps dissented in part to the proposal.

John Eggerton&lt;br&gt;The FCC&amp;#039;s long-awaited report on the information needs of communities (465 pages including footnotes, said one commissioner) was released Thursday with a mix of praise and criticism for local TV station news. Recommendations include that the FCC should terminate its localism proceeding and replace enhanced disclosure of TV station&amp;#039;s public service programming with a more streamlined, online version. Commissioner Michael Copps, who was critical of the report, said he would continue to push for enhanced disclosure and localism and called for commission hearings on the issues.
