Meredith Hoffman&lt;br&gt;The public file includes nuts-and-bolts information about each station, including descriptions of its programs and FCC license, and information on political ad spending. At some stations the files fill multiple binders. The idea, perhaps quaint in the era of cable television and the Internet, is to make the stations, which broadcast over the public&amp;#039;s airwaves, answerable to the public. The stations are required to make the files available to anyone who walks in the door and requests them during normal business hours. But not every station does so.

Hubbard, a small, family-owned outfit with a long history in the broadcasting business, was an unusual company to be making one of the largest radio-station deals in years.

At least three radio stations defied the ban with marathon broadcasts of the song, indirectly underlining the lack of power held by the industry&amp;#039;s self-regulatory body.
