Media Access Project, Public Knowledge, Free Press, OpenMic and the Progressive Change Campaign Committee said they were &amp;quot;disappointed&amp;quot; with &amp;quot;deeply flawed rules that don&amp;#039;t live up to the promises of the president or the FCC chairman to protect the free and open Internet.&amp;quot;

It should not halt that proceeding to wait for congressional action, which is not even necessary here. In fact, just as many observers agree that the communications giants would lose in court, there also is broad agreement that little or no chance exists of actually passing legislation that could preserve the agency’s ability to continue protecting privacy and ensuring an open Internet.
