Looking to ensure that a channel does not get removed from a cable system when a programmer gets into a dispute with a distributor and files a complaint at the FCC, the Commission issued a &amp;quot;stand-still&amp;quot; order that would keep a channel on while the regulatory agency makes its decision.

John Eggerton&lt;br&gt;The FCC defended the constitutionality and procedural soundness of its program carriage order. The agency specifically dismissed arguments that the program carriage rules are constitutionally suspect and that the FCC&amp;#039;s mode of changing them violated proper administrative procedures. It also cited its approval of the Comcast-NBC Universal deal as reason for the rule changes.
