Doyle argued in a letter that special access reform is needed in order to preserve competition in the wireline and wireless markets -- especially following the substantial consolidation among wireline carriers in recent decades.

He wrote House lawmakers to say he expects the FCC staff will recommend the deletion of the fairness doctrine and related provisions as part of his effort to comply with President Obama&amp;#039;s call for agency&amp;#039;s to eliminate unnecessary regulations.
