Ookla, a well-known Seattle company that measures the speed of Internet connections, says St. Paul has recently become the top in the nation in residential Internet download speeds. Ruben Rosario&lt;br&gt;There were 818 arrests in the Twin Cities during the Republican National Convention. Jason Nicholas was one of them. Unlike most arrested, however, Nicholas, 38, a freelance photographer, is behind bars in New York and could serve more than a year in state prison as a result of his arrest in St. Paul.
