Grant Gross&lt;br&gt;Several consumer and digital rights groups applauded the Department of Justice&amp;#039;s opposition to AT&amp;amp;T&amp;#039;s proposed acquisition of rival mobile carrier T-Mobile, with critics of the deal saying it would have hurt consumers. Even after AT&amp;amp;T spent millions of dollars to lobby in favor of the deal, the DOJ filed a lawsuit opposing the proposed $39 billion acquisition.

And not just in the United States -- at the recent high level OECD Internet conference in Paris, the concluding document stressed ISPs&amp;#039; duty to halt bad behavior. But there&amp;#039;s a huge, obvious risk to piling up the obligations on intermediaries, who begin taking action against people without court orders and in areas in which they may have no technical expertise.
