Full article: U.S. Government Accountability Office
The FCC's authority to auction spectrum ends Sept. 30, 2012. The GAO reviewed the FCC's history of making spectrum available for new commercial uses and its plans and actions to meet future needs. The GAO recommended that Congress should consider extending FCC's auction authority beyond the current expiration date.

GAO: FCC Should Do More for Wireless Competition

Full article: Free Press
The Government Accountability Office has released a new report on the wireless industry. The GAO report acknowledges the views of many stakeholders that spectrum policies, special access prices, early termination fees and exclusive handset arrangements have created significant advantages for the largest national wireless companies and have limited consumer choice and competition.

Measuring Broadband Shouldn't Be this Hard

Full article: Telephony Online
Carol Wilson
Gathering broadband data is not rocket science. The telecom industry is doing its credibility no favors at all by putting up barriers to basic information. As the deadline for a national broadband policy nears, every effort should be made to lift the veil on broadband deployment information.

GAO on Broadband: Please Listen to Us. For Once. Please.

Full article: Broadband Reports
Karl Bode
The General Accounting Office released a new report suggesting that whatever broadband policy the government adopts, it needs to have clear performance goals. This may sound like an obvious comment, but the GAO knows they've been dealing with government agencies that have been faking their way through broadband policy for a decade -- with no real metric for success.

New Surveillance Program Will Turn Military Satellites on U.S.

Julian Sanchez
An appropriations bill signed by President Bush allows the controversial National Applications Office to begin operating a limited version of a program that would turn military spy satellites on the United States. The GAO has warned that the more expansive program in the offing lacks adequate safeguards to protect privacy and civil liberties.

U.S. Finally Tries to Figure Out Who Has Broadband

Karl Bode
For the last decade, the FCC has been making sweeping broadband policy decisions based on incomplete data. In an effort to rectify this, the Senate passed the Broadband Data Improvement Act, which would get the GAO, the census system and other private groups more involved in broadband mapping.

Lyndsey Layton
Federal officials inconsistently preserve government e-mail, creating gaps in the public record and making it difficult for the public to understand the activities of the government, according to a report released by the Government Accountability Office.
