Could P2P Blocking Be Legalized by New Net Neutrality Rules?

The net neutrality rulemaking is ongoing, and the FCC isn't willing to comment its interpretations of the draft rules. However, FCC sources did say, in their view, the draft rules would not lead to P2P blocking being legalized, as the Electronic Frontier Foundation has claiming.
