In towns and cities that offer free Wi-Fi to it's residents and visitors, the local governments have made a cognitive leap in seeing Web access as a right that they should have a role in providing. As an analogy, instead of relying on local business owners to distribute cold water on a hot day, these towns installed water fountains.
