An appeals court upheld an FCC decision to temporarily cap a subsidy to rural wireless phone companies, consolidating a victory for Verizon and AT&T. The FCC in 2008 capped the payments until it overhauls the fund, and wireless telephone providers serving primarily rural markets challenged the decision.
