McDowell Forgets He Already Voted that FCC Has Authority to Enforce Net Neutrality Rules.

FCC Commissioner Robert McDowell has apparently failed to remember what he had previously voted for in the Net Neutrality proceeding back in March 2007 when the Commission voted out the Notice of Inquiry that started the whole Net Neutrality debate.
