The FCC began making rules aimed at limiting the ability of telecom companies to offer special services or cut access to elements of the Internet. Chairman Julius Genachowski said the rules will be aimed at promoting a "free and open Internet," and pushed back specifically on the telecoms central argument: That new rules could cut investment in broadband technology.
