Simple, Justifiable Bandwidth Goals for America

An important first step to reaching sensible bandwidth goals is to realize that we should have at least two tiers: baseline served and fully served. And we need goals not just for today but also for tomorrow that are primarily based on the needs of users rather than the limitations of technologies.
