After three months on the job as President Obama's chief telecom regulator, Julius Genachowski concluded, "It's all about mobile." At least that's what he told attendees at the CTIA wireless conference. The FCC chairman outlined four priorities as a sort of framework for how the administration will regulate the market for mobile Internet service.
