FCC Defends Comcast Ruling

The FCC has asked an appellate court to rule that the agency had the authority to sanction Comcast for violating Net Neutrality principles by blocking peer-to-peer traffic. The agency says that it has the power to create policy through adjudications, such as the Comcast proceeding.
