Verizon, Comcast OK with Low Bar when Defining Broadband

The FCC's request to more clearly define broadband isn't as easy as it sounds. Consumer groups want the bar set rather high. ISPs, which don't want their network shortcomings highlighted, want the bar set rather low. The cable industry thinks 768kbps/200kbps is just peachy. AT&T and Verizon are also happy with a very low speed.
