Time Warner Cable has temporarily shelved plans for usage-based caps, but Rep. Eric Massa (D-N.Y.) is still concerned. Massa introduced a bill that would require ISPs that plan to introduce usage-based caps to submit their plans to the Federal Trade Commission prior to implementation. If the agency were to find these plans unreasonable then, they would be banned.
