If Verizon Wants to Discuss a Fifth Principle of Net Neutrality, We Need a Rulemaking

Verizon's willingness to discuss a fifth principle of Net Neutrality should not magically make the debate disappear into backrooms. We need an open debate, where Verizon and other providers spell out exactly what they mean, where members of the public can respond, and where we end up with rules that protect an open Internet.
