Well before the introduction of tweets, iPhones and online video, a Silicon Valley engineer was invited to Capitol Hill to teach lawmakers about the future of the Web. It would be among many visits to Washington for Eric Schmidt. Now chief executive of Google, Schmidt and the company's ties to Washington have grown stronger -- and more complicated.
