The Republicans may not be deliberately delaying nominations to the FCC and RUS, but the effect of their hesitancy to present a Republican nominee for FCC commissioner is to hobble an incredibly tech savvy administration that wants to use new technology as the cornerstone of numerous policies from healthcare reform to job creation to education.
