Time Warner Cable's proposed pricing plan would force customers to purchase tiers of Internet access. Customers who exceed their bandwidth limit would face penalties on top of their subscription rate. Think of it like a cell phone plan that gouges customers for using more than the monthly allotment of minutes. It's a huge rip-off.
