Can New York Save Broadband?

New York State's chief information officer filed comments with the FCC related to the agency's mandate to collect broadband penetration data. The filing called for the agency to track several items tied to consumer satisfaction with a provider, including the ability of consumers to know their actual data transmission speeds and the impact of shared facilities on broadband speeds.
