Time Warner Cable's retreat from a plan to charge broadband customers by the byte likely won't kill efforts to replace these plans with metered billing arrangements. The company's greedy rates and unpersuasive congestion arguments may have played a bigger role in derailing the plan than adamant consumer opposition to pay-as-you-go broadband.
