Time Warner Scraps Consumption-Based Broadband Billing

Capitulating in the face of a firestorm of criticism from consumers and lawmakers, Time Warner Cable decided to drop plans to test consumption-based billing for broadband customers. The Company said it would drop plans to begin consumption-based broadband billing trials in summer 2009 in four markets.
