It takes guts to wait until Comcast has been smacked down for singling out P2P, the Obama administration has come to power, and Michael Copps heads the FCC to roll out a new Internet traffic management system that delays only some kinds of content during moments of congestion. But that's exactly what Cox Cable has just announced.
