Don't Squander Broadband's Potential

South Carolina, through S.C. Educational Television and its Educational Broadcast Service spectrum, has a chance to eliminate the digital divide for its citizens by using extra channels created by the digital TV transition. Unfortunately, the commission has defined its role in rather narrow terms -- to auction off ETV's excess spectrum.
