FCC Doesn't Like Comcast's New Treatment of VoIP

The FCC says that Comcast's network management system is an anti-competitive weapon against independent VoIP. The agency also argues that, because Comcast's Digital Voice service rides on a different layer than their broadband service and is not impacted by congestion management, it's technically a telecom service -- and subject to regulation and assorted fees.
