No One Can Find ISPs Who Have Agreed to RIAA's Three Strikes Plan

Since the announcement that the RIAA was supposedly dropping its lawsuit strategy in favor of a backroom deal with ISPs that was negotiated under dubious circumstances by N.Y.State Attorney General Andrew Cuomo, no major ISP has agreed to the plan. The question is why not?
