Just as 2008 was defined by Barack Obama's victory, 2009 will be defined by another competition: the race to grab the hundreds of billions of dollars the president-elect has pledged to spend revamping America's infrastructure. The technology industry has plenty of ideas about how to jump-start the economy and create millions of jobs.
