New Surveillance Program Will Turn Military Satellites on U.S.

An appropriations bill signed by President Bush allows the controversial National Applications Office to begin operating a limited version of a program that would turn military spy satellites on the United States. The GAO has warned that the more expansive program in the offing lacks adequate safeguards to protect privacy and civil liberties.
