Consumer Groups Petition for Declaratory Ruling in Section 706 Proceeding

In this July 2008 petition to the FCC, Free Press et al argue that the agency should reconsider the Fifth 706 Report's conclusion that advanced telecommunications capability is being deployed to all Americans in a reasonable and timely fashion and therefore the FCC is not required to take "immediate action" to rectify this failure.
