Will Comcast Ruling Prompt More Openness?

The war of words over Comcast's network management policy could come to a close when the FCC is expected to vote in favor of an "enforcement action" against the cable provider, a move Chairman Kevin Martin believes will open the door for a standard of openness throughout the Internet.
