Comcast Not on Notice? They Were Told Point Blank!

Two years ago, the FCC told Free Press that if it ever came across evidence that Comcast was "blocking or degrading" Internet traffic in violation of the policy statement, it should file a formal complaint with the FCC. How could Comcast have been on any more notice?
