ENDOWED MEDIA BY PROFESSIONAL CONSTITUENCIES

Can Prof. McChesney forsee professional constituency media being set up as part of endowed tv channels much similar to Edward A. Ross' discussion in his 1912 argument re "Supression of Important News?" Reminds one of the present system in Hong Kong where the local bar association, the medical association, degree granting facuties, people employed in the arts, central labor union, chamber of commerce, associated charities, public libraries personel, etc. elect one member each to the Hong Kong legislature. Seems one way to reduce the power of media and the arbitrary block voting from what part of town one happens to reside in. Could this be helpful in creating endowed media once public control of the air waves was established?
