A wireless cell-phone connection is a new tool to connect to a larger and more diverse audience. Cell phones far outnumber wired Internet access points. As more phones morph into handheld Internet devices, they represent a rare opportunity to leapfrog the digital divide and engage new activists that were formerly "off the grid."
