Serving Everyone with Reliable, Vital Internet, Communications, and Education Act of 2007 (H.R. 42)

The Serving Everyone with Reliable, Vital Internet, Communications, and Education Act of 2007 (H.R. 42), introduced by Rep. Nydia Velazquez (D-N.Y.), would amend the Communications Act of 1934 to continue in effect and expand the Lifeline Assistance Program and the Link Up Program.

The bill also would require the FCC to study and report to Congress on the benefit level necessary for low-income consumers to use the program to achieve broadband access, on the projections of broadband customers who would use the Lifeline and Link Up programs, and on industry requirements to provide broadband service access in underserved areas -- data that accurately illustrates the extent of current deployment of broadband service to residential users, and policy proposals conducive to addressing gaps in broadband service availability.
