Lawmakers on Friday made it possible for telephone companies to recover storm expenses, let more Floridians apply for subsidized phone service and kept regulators out of broadband Internet applications.

The bill, which Gov. Jeb Bush is expected to sign, also sets guidelines for cities and city-owned utilities to offer their own high-speed and wireless Internet service.
