Out of a 355-page telecommunications bill, it was a small passage on Page 93 that had dozens of Texas cities troubled.

The bill, filed in the Texas House in February by Rep. Phil King, R-Weatherford, included a provision that would bar municipalities from offering Internet access to their residents.
