Company Is Working on Strategy to Make Wi-Fi Pay Off

For all the hope and hype that surrounds citywide wireless Internet, or Wi-Fi, there have been very few success stories. So far, most of the efforts from San Francisco to St. Louis are stalled.
But quietly, in a St. Charles County suburb, a tiny startup has a Wi-Fi network off the ground, and it's growing.
