Rep. Amy G. Rice of Portsmouth recently introduced a bill meant to spur Rhode Island to become the first state to offer complete wireless internet access.

The Electronic Telecommunication Open Infrastructure Act would create a state innovation center within the R.I. Economic Development Corporation.
