In the first speech of his third term, Gov. James Douglas on Thursday outlined an ambitious plan to expand high-speed Internet and cellular phone service to 100 percent of the state by 2010.

He also proposed incentives for purchasing fuel-efficient cars, for using bio-fuels and for luring to Vermont specialists and companies that do environmental engineering and cleanup.
