Online Privacy Bill Remains Elusive

Every time there is another public uproar over an Internet company collecting, using or sharing consumer data, lawmakers want to point fingers. But first, they should look in the mirror. Congress has been mulling general online privacy laws for longer than Google and Facebook have been dot-coms. But none has passed muster.
