FCC Chairman Spars with Broadcasters over Voluntary Incentive Auctions

The FCC is still awaiting congressional approval for the voluntary spectrum incentive auction idea floated in the National Broadband Plan. But that hasn't prevented stakeholders from sparring with one another about the auction concept, which would enable television broadcasters to voluntarily relinquish unused spectrum and share the auction proceeds with the government.
