T-Mobile, Sprint and other smaller wireless companies want a new FCC regulation to keep them relevant in a world where it's becoming less important to say "Can you hear me now?" than to text "Can you read me now?" The companies are lobbying the Commission hard to vote on an order requiring the nation's largest wireless carriers, Verizon and AT&T, to enter into "data-roaming" agreements with them.
