The BBC announced in a recent report that the corporation would shift a fifth of the license fee budget into key areas of programming by 2013. Some see this as an attempt to appease critics who have been vocal about the BBC's need to prioritise and halt its rapid expansion into many different service areas. But does this move benefit Rupert Murdoch and News Corp.?
