Having once led the world in Internet access, America has slipped over the past decade to 22nd (behind Latvia and the Czech Republic). Slow download speeds and higher prices make broadband in the U.S. a terrible deal. Unfortunately, the FCC's new ruling on Net Neutrality is not going to make things any better. It might even make some things worse.
