"I believe that the bargain that America made with commercial broadcasting has gotten wildly out of whack," FCC Commissioner Michael Copps said to a captive audience Monday at Nashville's Belmont University, where the commission hosted the second in a series of public hearings it has planned as part of its ongoing review of its media ownership rules.
